Recently, a report was carried on NCN Ch. 11 about vehicles with tinted windows. It was reported that for vehicles to have tints on their windows the owner(s) would have to seek approval from the Minister of Home Affairs and that the tint should not exceed a certain level of thickness. Apparently a lot of owners are not aware of this and proceed to tint their vehicles and the police don’t appear to be doing anything about it even though the Traffic Chief of the Guyana Police Force is saying that persons who have tinted windows on their vehicle(s) will be charged provided that no approval was given by the Home Affairs Minister. Now I am curious because a lot of Sports Utility Vehicles (SUVs) (Honda CRVs and Toyota Prados etc.) are manufactured with tinted windows i.e. the tint cannot be taken off.

These are usually on the rear doors and trunk windows. Can the owner of such a vehicle be charged with having tinted windows when it was manufactured that way?
