It is good to have the lines installed but if there are no resources, one has to devised a means of protection and that is simple, DO NOT ANSWER BUT BLAME PRANKSTERS Man this is so easy. An alternate system:would be to have tawo digit numbers for the various wards and villages, so by and large the location pof the pranksters can be identified quickly. Also one system some forces used is to keep the caller on the line while a despatch team heads out. But cops...as the writer wrote " Answer the damn 911 phone.
