Central government should have taken countrywide control over drainage a long time ago. It was clear that the city council was incapable of managing this area.
A comprehensive plan a few years ago would have reduced the cost of rehabilitation and flood damage over the last few years. Squatters and illegal structures must be removed and not be a basis for negotiations. Until there are more capable local governments, the central government must step in to manage critical areas left to decay under local governments.

How about Central government telling the world how it shot itself in the foot by sidelining the “PDA International, LTD’s” (a USA-based company) Proposal for Sea Defense works resulting from Solid Waste Management.

Since you are in Canada… how about calling up “Deloitte Touche Tohmatsu International” as they were also the project consultants to “PDA INTERNATIONAL, LTD”.

to all those kind people who would like to help, and i will say this to all those who care for the folks in these flooded areas in guyana lets set up a fund to get these poor folks some pumps so there will be no reoccurance of this kind . we know that the govt is no good that dosent mean the people have to suffer. i am not rich but i will give genouresly with all my heart after all they are human too. i am free to travel anywhere ,and is prepeared to attend any conference pertaining to this drive.we can get very good used pumps like the ones they used in the hartland lets stop babbleing and get some action the govt is waiting for the rain to stop the cry of the people is for help. lets do it guys together we must.its our people.
Under present law the government cannot take over the function of local government function. This is a violation of the people representation act.
Central powers can only be invoked on immanent danger or local govt reuse to act
