		<description>Political leaders, parties and administrations which use authoritarian methods of governance and in other instances  violate the rule of law, do not want accountability and and transparency.
It is for this reason that the administration has failed, so far, to establish the Procurement Commission,  pass the Freedom of Informatiom Bill, Broadcasting legislation, strenghten the judiciary, Proffessionalise the Police Force etc.</description>

		<description>Guyana needs an auditor general who is experienced and qualified.  He should possess a MBA (Masters of Business Administration wit a public accounting major). In addition, he should possess a CPA or CFE credential.  

He should have many years of governmental experience in auditing .  He should posess those qualities that makes him honourable and respectful by his peers.

Keep itself visible through press briefings and well researched and prepared statements that highlight areas of deficiency in the PPP&#039;s handling of government. 

Information is the PNC&#039;s number one ammunition against the PPP. Just look at the President&#039;s description of the Guyana Press Association as the new political opposition to understand how much &#039;information&#039; in the form of news has bothered him. He is worried about his image, which has taken a battering because &#039;information&#039; about his government&#039;s failure has resonated at home and abroad.</description>
