Each year when the school uniform vouchers are distributed the same problems recur.
On Friday 15.8.08 a huge crowd assembled at the Ministry of Human Services and Social Security after they had been informed that the vouchers would be distributed. The people were not informed where they had to go or about eligibility for vouchers. Later in the morning, when the crowd became agitated they were told that no vouchers would be issued at the ministry and that only public assistance beneficiaries were entitled to vouchers. As was expected, this infuriated the crowd and resulted in confusion in the ministry. All of this could have been avoided if proper systems had been in place before issuing a press release.
Perhaps an evaluation of the system is needed and so changes can be effected in the future.
