This plea bargaining thing is a double edged sword. Any experienced attorney will tell you that it is fraught with opportunity for discrimination and unequal application of penalties for lawbreaking. In the United States - New York particularly I've seen it only as a tool to criminalise minorities in a society where certain convictions will haunt a person for life! Wiretapping is a serious invasion of privacy and should only be done when absolutely necessary with a judge's approval upon provision to him/her that such an act is necessary to the investigation of a crime. Information then gleaned should be classified for a long time and destroyed after. Add "sting operations" by the law enforcement agencies and we will have people being convicted on very unreliable and compromised evidence.
