Superintendent of Police Patrick Robin said it is essential that a victim of domestic violence make a report at the nearest police station as soon as possible.

“A victim who has been exposed to domestic violence must understand that it is a serious crime and once that violence is perpetrated, they must make a report to the nearest police station,” he said. Robin said this will ensure that police can obtain all evidence and that the victim receives medical attention if needed. According to a Government Information Agency press release Robin emphasized that it is “very, very important” that a report is made as a small incident can turn into a major crime such as murder or manslaughter.

Robin said the procedure for reporting such a crime entails the victim making a report to the police on duty; after the police interviews the victim they then classify the offence as either being a case of domestic violence or another offence; once the crime has been classified as a case of domestic abuse, the victim is taken into a private room/area at the police station to report the case in confidentiality. The police are then required to gather all information including what occurred, all the persons involved, the date, time and place. The police must then examine the victim’s “exposed body” and note any visible injuries; then ensure that the victim seeks medical attention immediately (if necessary). The police should then seek to apprehend the alleged perpetrator and if evidence suggests that the accused did indeed commit the act charges can be brought against the person.

Robin was adamant that “It is not only the victim’s right to follow up the case (after reporting) but it is the police duty to ensure that they inform the victim of the progress of the case in the court.” He also called on victims to report cases of domestic abuse because “once the violence occurs the first time they need to make a report.” Robin said too the police have found that many people intervene after the victim makes a report and in order to persuade them not to pursue the matter criminally. Further, it was noted that sometimes because persons intervene and encourage the victim to stay with the abuser, “the victims continues to live in that situation until something much more serious occurs and then the police is blamed, saying that they didn’t do anything.”

Robin said “We have a zero tolerance approach to domestic violence. If you are a victim you must make that report to the nearest police station. You cannot get any help from the police if you do not make that report.”

    Am I reading right,? “Victims OF DOMESTIC VIOLENCE, MUST REPORT EVERY INCIDENT,? is Mr. Patrick Robin in his right head,? so when these victims makes a report, what would the foolice do, go back and live with these victims to stop the abuse,? when victims make a report, these victims should be kept at the station, while the foolice go and apprehend the accused, take whoever to the station and don’t loose them until the court hearing, in the mean time, find somewhere for the victim/s to relocate, Guyana needs to have better secured places for victim/s, some kind of housing. I cannot believe Mr. Robin would state this, if a victim is beaten, they should report the matter, return back home, receive another beating, report again, (this is what Mr. Robin stated,) “Victims of domestic voilence, must report EVERY violence.” What the Government is doing concerning building somewhere to house victims,? the first report made, maybe the last. The foolice needs to do their jobs, citizens are paying your salaries, get off your behinds and arrest all these women scumbag beaters.

      AGREE WITH U…IF THE POLICE LETS GO OF THE CULPRITS AFTER HE IS GUILTY OF ABUSE AND HE COMMITS ANOTHER ACT AGAIN, THEN THE POLICE SHOULD BE HELD ACCOUNTABLE FOR IT TOO. ONLY THEN WILL THE POLICE DO THEIR JOB & NOT LOOKING AT THEIR JOB AS GETTING A PAY CHECK… NO NO NO!! U GETTING PAY TO PROTECT THE CITIZENS BECAUSE U WILL NOT LIKE OT BE A VICTIM YOURSELF.

      Nice, someone has noticed the the word “foolice” is more appropriate for these buffons in uniform. So the victim reports the abuser & returns to the home to dwell with him/her. Then he mentions it could lead to something more serious. The human services ministry ought to have safe houses for victims of domestic abuse ESPECIALLY after making a report to the foolice. If they have children provisions must also be made for those children. Come on people there is LOTS of work to be done here & with the distribution of the resources by our current so-called government I don’t see anything happening before the yr 3000. I hope I’m wrong I’ll be happy to be wrong this time.

      iagree with you cheryl, but this is guyana you’re talking about, unlike north america where abused victims are protected by law there is no where except the police lockups where the victims of this type of crime can go to relax oneself, the govt do not have an abused victims shelter for sheltering victims, which i believe comes under the responsible of the social services ministry and this is a shame, which leaves to believe that the govt dont care about the welfare of woman in particular, i cry for my dear country.

      I beg to disagree… it is important that these incidents be reported, it is so important… women cannot wait for a shelter to be built before they start taking action. A shelter is necessary, but they are steps that must be taken right away which may help save lives. Women need to know that this is important enough to report to the police, because it’s too often seen as a family affair instead of a serious crime- and it is a serious crime. At the very least, this will raise awareness among abusers of the gravity of domestic violence.

      Atta girl Cheryl, tell em like it is. These women are dam if they do and dam if they dont. They need battered women shelters, where they can go with their children. Also known as safe houses. They need more help from the police, ooops what am I saying, Never will happen. We dont know who are wife beeters???????
      I dont know why these men like hitting women so much, Maybe it makes them feel powerful, that they can bully someone.COWARDS, COWARDS. COWARDS.

    When there is nowhere to go or no one to turn to, dont expect women to run to the police for protection because its that same man they eill eventually go back to. The Human Service Ministry should get involved in these cases where by some men can be given an good example for hitting a woman by sending them to jail……oh by the way some men suffer the same fate too……..hahahahaha

      I know SandHurst, u r so right, a big difference thou, men r ashamed to report it, because of the foolice would laugh at them and call them names, but I know that for a fact, the same should be given to women, arrest them, lock down time until the court date, something has to be done about this nonesense that’s becoming a plague in Guyana, was always there, now it’s daily.

    There is clearly a lack of faith in both the culture and processes within the police force which is preventing women from coming forward to report these crimes.

    The perception is that the police force is either unwilling or unable to do what’s necessary to protect and bring justice to victims. This is not helped by the appearance of double standards at play in relation to the treatment of certain crime accused.

    The right connections in Guyana means that you can get away with almost anything….need I say more?

    Superintendent Robin is talking pure rubbish, and so far all the bloggers have hit the nail on the head.

    There are broader issues at hand here, including systems that offer adequate protection to hurting women, as well as deterrents which grantee that abusers would reconsider a repeat of the offense.

    Furthermore, Mr Robin seem to forget that in one of our recent cases the abuser was briefly held by police, releases and was only re arrested after he victim died, so he should really think carefully before he speak.

    WELL I HAVE THIS TO SAY TO MR. ROBIN, TELL YOUR POLICE FORCE THAT UNDER NO CIRCUMSTANCES SHOULD THEY LISTEN & AGREES WITH THE VICTIMS TO SETTLE THE MATTER. THE PERPETRATOR COMMITTED VIOLENCE, A CRIME, BROKE THE LAW AND SHOULD NOT BE SPARED. ITS A CRIME & SHOULD FACE THE NECESSARY CONSEQUENCES… JAIL TERM NOT BAIL. IF THE VICTIM CHOOSE TO LIVE BACK WITH THE CULPRIT THAT’S HER CHOICE BUT THE CULPRIT SHOULD NOT GET AWAY WITH IT. DONT BEND BACKWARDS FOR THESE VAGABONS.       Very good Boston, we have to get down now on this Government, which includes the Home Affairs and all those who r sitting on their behinds doing nothing, not even one of these Ministers paid a visit to these women homes, hospitals, funerals etc:, not one, these victims, (that’s what they are,) are being treated like slave, massa days done man, only in those days persons were beaten. Because it’s not their mothers, sisters or any woman folks to them, they acting don’t care dam, when a victim makes a report and the foolice don’t arrest the scumbag right away, and the victim is allowed to remain there and be killed, the foolice should be charged coupled with the scum, in North America, some prisoners awaits any man who goes into their cell for beating women and children, trust me. Start erecting a building, throw the scumbags that r in Camp and D’urban Streets in the jungle, build a jail there with snakes around and erect a home there for victims or anywhere else.

    I totally agree with Cheryl..I will add a piece, some police will like to make silly remarks at victims especially women , embarrass them in Stations and even go to the extent of forcing them into relationships in order for them to get protection.I am sue if most women know that they have somewhere to go after reporting incidents to the police you will see them coming forward by the 100s.

      Judge You are on the nail, if I had to blogg what goes on, and not only in these times, it’s been happening for years, years ago, the foolice has feathers in their caps, u should hear them when the rum bite their heads, no names calling here, I was in Guyana, and as known “Money talks and bull walks,” I was in the company of some friends, who had foolice friends, who joined my table without asking, u should have heard some things coming out of these foolice mouths, I remained silent, remembering that I was not a citizen there and did’nt want a problem, these men drink up the stuff that they didn’t even bought and asked for cutters, rum talks and women r afraid of these foolices. Wonder what type of training now in the police training school, because they are being recruited as fools before joining, when training is completed, they becomes full fledge foolices.

      All, the foolice goes to the victim/s home after the scumbag/s leaves, they r more afraid of them, than the other way around, their phones never working, blackouts all sort of excuses man, give them a topoff if u have an abusive man, and call the foolice. even then u won’t get one, you know the old saying, “Gun more than Gun,” these badmen gat better ones and it’s know, no match up.

    Where is the Victim services in Guyana?Do they have any such administation ? Its unbelievable how our politician is implemneting law without any framework ,are they trying to be like develop countries .Our lawmakers are all jokers they need to have more consultation with expertise how to cordinate such system before implmentation.
