		<description>It depends on your criteria of balance and how much you and indeed Gerry understands about the economic conditions and the use of the budget to address these issues atleast in the short term. What logic is there for a concentration of harnessing the deficit at this time? Clearly when the deficit was to be harnessed and controlled, the government was spending like crazy and can show no real returns for the spending...schools, roads and other infrastructure breaking a couple of months after they were built, etc.</description>

		<description>Private Sector Commission (PSC) Chairman, Captain Gerry Gouveia has given a us a very balanced comment on the budget.  He has correctly identified that whilst the world is facing financial dire straits, the Guyana government must try and cut down on expenditure.

Gouveia who heads Roraima Airways curiously is far from upbeat about government financing of a new airstrip at Wakenaam and the government needs to take note of his concerns because, clearly, Mr Gouveia is an expert in this field.

On a positive note it is refreshing that the Captain advises tax reform is one of the single most important issues that have to be dealt with because, at this time last year, the country was awash with terror after human massacres and general public panic.</description>
