Can the Minister of Local Government appoint an NDC councillor?

Dear Editor,

I would like to know the rules for a person to be appointed as a councillor to a NDC. Bear in mind that the NDC is not an IMC, and the person or persons were not on the list at the last local government elections. I find it very strange that the Minister of Local Government is using the Local Government Act Chapter 28:02, Sec. 35 to appoint persons to an NDC.

Does the Minister have the authority to appoint a councillor to an NDC?

Yours faithfully,
Patrick Ashford Roberts
Deputy Chairman
Golden Grove/Diamond
Place NDC
