Legal implications?

Dear Editor,
For years the Revenue Department would await the passing of the annual budget before announcing the prices for motor vehicle licences. In the interim, the Traffic Department would also grant a grace period when the revenue licences go on sale.

My question is what is the position with regard to insurance policy coverage for the users and also third parties should an accident take place and the owner of the vehicle has no road licence?

Next the police do not renew or sell gun licences until given the OK in the new year. Could someone be charged prior to the period of no sale, and what immediately is the position on sale as in this instance there is no grace period? I suspect that this stalling to await new prices which might be announced in the budget also affects other revenue areas and might have legal implications.
