Dear Editor,
There is a perception that if the law is seen as a toothless tiger it will continue to be flouted. To support my contention I refer to the millions in contributions owed to the NIS by unscrupulous employers, and the thousands caught stealing electricity but only a fraction successfully prosecuted. In both of these instances the law has not been effective, and has therefore not been a deterrent in any way to curb these malpractices. Another example such as noise nuisance can be added. Complaints about this are frequently reported in your daily, with even a court order most recently allegedly flouted.

I trust that the reforms in the court administration promised would provide a remedy to this imbalance of justice.
