Why the variation in voltage?

Dear Editor,
Last night (August 10) we received 98.6 volts on one leg and 106.6 volts on the other leg of our 110-120V power circuits. Our fridge stopped working properly and other items ran slowly.

Is there any way in which GPL/the government/anyone else who might conceivably be in charge of this disgusting power system which purports to be the supplier of proper electrical power to the country can explain why this is so?

Having seen this kind of problem for the last 17 years, I don’t really expect a reply, but a comment might be interesting to hear.
Yours faithfully,
Peter Bouchard
