		<description>I don&#039;t know what holds in other Caricom nations but in Guyana the Public Service is seen as the fiefdom of the ruling party and the depository for its supporters as rewards from the spoils of its political victory. I suspect the same applies in the other territories. Until such time that  performance, qualifications and seniority are the only criteria for advancement, mediocrity will continue to be the norm instead of the exception.</description>
