-appeals to civil society for support

Continuing to press for an inquiry into alleged links between government and drug trafficker Roger Khan, the joint opposition parties yesterday made an appeal for the support of civil society, saying that the Guyanese people have a moral responsibility to condemn wrongdoing and demand accountability.

At the end of a meeting with civil society representatives at City Hall, leaders of the PNCR, AFC, GAP, the NFA and the WPA, and representatives of several groups passed a resolution supporting the demand for an international Commission of Inquiry, to carry out a fair and impartial investigation into all the violent acts committed in the wake of the 2002 jailbreak, including activities and relationships to the narcotics trade. It also resolved that the Terms of Reference for the inquiry should include the investigation of the allegations of torture and degrading treatment meted out to citizens at the hands of elements of the security forces and the involvement of criminal elements with the state. The resolution was passed with near unanimous support as only one person objected. Among the civil society representatives at the meeting were union leaders, religious leaders, women’s and rights activists, youth leaders and concerned citizens.

In response to the hosting of the meeting, government spokesman Dr Roger Luncheon last evening questioned the sincerity of the opposition parties, while saying that any discussion should include on the agenda their role in “tragedies” in Guyana in the period between 2001 and 2008. He accused both the PNCR and the AFC of supporting the Buxton gang during this period, a charge leaders of both parties strongly denied last evening.

On Wednesday night, President Bharrat Jagdeo, returning from overseas, was greeted by a protest at the Cheddi Jagan International Airport, Timehri with demonstrators calling for an investigation of the allegations emerging from the trial of Khan’s former lawyer Robert Simels. Witnesses at the trial have testified that the government purchased surveillance equipment used by Khan here and that he met several times with Health Minister Dr Leslie Ramsammy. Both government and the Minister have denied the claims.

GAP-ROAR MP Everall Franklin told the meeting that the issue had moved past allegations, noting that it was clear there was complicity by government in a criminal enterprise, that people were murdered and that laws were broken. “We are here trying to see if we could restore some semblance of dignity [and] get back the rule of law into this country,” he said, while expressing outrage at those who contend that the opposition is causing embarrassment to the country. “What preposterous nonsense! If what we have experienced over the past few years has not embarrassed this nation to people at home and abroad then I don’t know what will,” he added.

Franklin revealed that he had been advised against getting involved but he emphasised the need to stand up. “I say to them, if I and you, all of us, don’t get up and open our mouths and show indignation, then we are letting our children down,” he said, suggesting that citizens run the risk of losing their rights. In particular, Franklin singled out religious bodies. “A lot of religious organisations, I remember them having prayer meetings and fasting for Guyana,” he observed, “Well, your prayers have been answered!” He explained that the question they now face is what they would do with the information they have. He added that those religious people who have taken up positions within the government would also have to ask themselves if they are on the side of righteousness, what is right and the truth. “Because those who know better shall suffer the greatest consequences,” he declared.

Emphasising the need for truth, Franklin said every person who made up the society has to find the strength and courage to not die the thousand deaths that he said most have been dying, largely out of fear of victimisation and discrimination. “This is about waking people up to the fact that we all have a responsibility in this country to see that it runs well,” he said, “This is the time to face the facts, civil society, people of Guyana, it is about saving this country from what appears to be a slide so slippery, a slide into the depths so nasty and so violent that if we allow the country to slip there, God help us, I doubt we would ever come out.”

Also at the meeting were PNCR leader Robert Corbin, WPA co-leaders Dr. Clive Thomas and Dr Rupert Roopnaraine, AFC Chairman Khemraj Ramjattan, NFA Leader Keith Scott and Chairman of the Private Sector Commission, Gerry Gouveia. Corbin addressed the participants about the consistent calls for a probe and the need for an international inquiry, Dr Thomas spoke about the criminalisation of the state and its implications for the economy and Ramjattan spoke about admissibility of the evidence flowing from the Simels trial. It was moderated by chartered accountant Christopher Ram.

The opposition parties have agreed to compile a comprehensive dossier cataloguing the government’s human rights abuses, including extra-judicial killings, torture and complicity with known organised crime gangs and narco traffickers and the resulting corruption. The dossier upon completion will be submitted to local, regional and international bodies, including the courts with the appropriate jurisdiction and released to the media and the public. There were also suggestions yesterday that a joint rally could be organised after intensive public education, but participants were mixed about the plans for a way forward. There was agreement, however, among participants on the need for there to be a non-partisan approach to resolving the issue.
In response to the meeting last evening, Cabinet Secre-tary Dr Luncheon questioned the sincerity of the opposition’s actions, while arguing that parliament is “the most appropriate fora” to deal with the issues. In a statement, Luncheon also emphasised that the PNCR should be asked whether it is prepared for full disclosure about its role in the tragedies that affected Guyana in the period between 2001 and 2008. “More to the fact whether the PNCR and the AFC would be willing to disclose the basis for their support of the Buxton gang during this period,” he added.

Both PNCR leader Corbin and AFC Chairman Ramjattan welcomed Luncheon’s statement as a sign that there could be some movement towards a probe. At the same time, both leaders strongly dismissed the allegation of any complicity with criminals. “At least we are getting some reaction out of the government,” Corbin said, noting that all the opposition parties had called for an investigation into criminal violence on the East Coast years ago but the government has not acted. Addressing the charges of complicity with the Buxton criminals, Corbin added, “I won’t waste my time to deal with that. I am saying if they are so interested let them set up the commission of inquiry and let’s see what comes out of it.” He emphasised that it should be an international inquiry.

Meanwhile, Ramjattan said the revelations from the Simels trial are now the most important issue as it alleges a government conspiracy with narcotics dealers and the violence that the government and some ministers are involved in. Further, dismissing Luncheon’s assertion that Parliament would be the best place to deal with the issue, he recalled that a motion on the issue brought by Corbin for an urgent public debate of the issue was disallowed. “Parlia-ment is not the only forum that politicians use for purposes of taking matters at hand,” he explained. “We will definitely be back in Parliament but we want a commission of inquiry made up of internationally credible people; that is our demand at this stage,” he added.

Ramjattan said, “I am absolutely certain the AFC is not involved in any criminality.” He said the AFC would be willing to present all that it has heard about transactions between 2002 and 2006. He pointed out that he was self-confessed death squad informant George Bacchus’ lawyer and had indicated to the PPP/C government what was taking place. As a result, he said the governing alliance know the intellectual authors. Ramjattan added that it is a period in the country’s history that needs a truth commission to ensure closure and he said the government must be a part of it.

“We are begging them to have an inquiry, they will have their say and we will have our say, and inquirers can make a judgement call,” he said.
The main opposition PNCR quietly organised a protest at the airport to coincide with Jagdeo’s return on Wednesday. It triggered an alarm among security officials who were caught unawares. Protestors led by PNCR vice-chair Volda Lawrence reportedly stashed themselves and a string of placards inside two minibuses at the airport while waiting for Jagdeo. The authorities were unaware of the intention to picket up until the Caribbean Airlines flight shuttling the President arrived in Guyana.

Stabroek News understands that the group of protestors numbering around forty were ignored because the authorities believed they were a local church group. It was shortly before the President cleared immigration that the protestors whipped out the placards and started chanting.

“The authorities were shell-shocked because they had no idea we were there. There was nothing disruptive about our behaviour, it was a peaceful but impacting protest,” activist Jermaine Grant said last night.

Grant publicly announced his involvement in the airport protest at the City Hall meeting yesterday, declaring that he was “mad” with the current state of affairs and was compelled to “stand up and be counted as an indignant voice.” Grant said that he had no political affiliation with the protest, but rather the feeling of simply being a concerned Guyanese. He referred to the airport demonstration as important saying that Jagdeo must be aware that “it cannot be business as usual.”

He said the revelations from the US trial are serious and should be addressed by the administration as opposed to being ignored. Grant said too that the Head of State needs to discuss more than low carbon development strategy with the Guyanese public because “we are following the US trial too.”

According to Grant, the police briefly intervened and urged that they protest on the parapet and not the road since an official delegation was to wing out from the airport. He said that the protesters occupied the tarmac and also lined the parapet leading out of airport.

He said that a regular group of PNCR supporters were on the picket line, but noted that several other persons including him joined the protest under the banner of “concerned Guyanese.”
Grant also spoke briefly of efforts currently underway to mobilize a youth forum to discuss the implications of the allegations coming out of the US trial. Grant said that he was part of initial discussions to initiate the forum, adding that the focus is now on identifying “who to engage and how soon”. However, he said that the idea is to hold the forum very shortly and to involve as many young people as possible. (Additional reporting by Iana Seales)

    It is about time that heat be increased on this government for answers to the crime spree following the jailbreak. All aspects of the government’s and opposition’s involvements must be investigated by an international committee. This is too serious for a Parliamentary committee with the government having the majority vote and the ability to stymie the proceedings. Included in the investigation will be the role of the Buxton gang and support if any by the P.N.C. and A.F.C. opposition parties. Also, let’s investigate the role of the government and its links to Roger Khan in extra-judicial killings and acquisition of spy equipment.Let the disinfectant of exposure through the interrogation process kill the bacteria of secrecy and behind the scenes banditry, that has gripped Guyana in recent years. It’s time to end this nightmare.

      Extracted: Included in the investigation will be the role of the Buxton gang and support if any by the P.N.C. and A.F.C.

      Bora, the AFC was launched late 2005 to participate in the August 2006 elections, so the AFC should not have been mentioned by Lunchmeat.

      That said, how can Lunchmeat, as a top spokesman for the government, say that the PNC should talk about its role with Buxton when it is the government’s job to ensure the law takes its course against the PNC? The impression he is giving is as if the PNC is above the law. The truth is, the government could not sic the police on the PNC because the government itself was corrupt and compromised, and the PNC and the police knew this. Sadly for the government, the Simels trial has exposed its weakness in the area of upholding the law.

    • What the opposition parties in Guyana are doing now , is good but the guyanese people are still fleeing their homeland . The PPP government should be providing housing and jobs for guyanese but as it stands now , the private sector in Barbados are providing jobs and housing for the ones who are living here , legal and illegally . It would be remised of me if I did not mention that the demographics of some districts in Barbados are changing because of the high number guyanese who are now residing in them .

We know some in Barbados criticize us and don’t care for us living in their country, yet you choose to stay in Barbados supporting that govt with your HARD EARN MONEY instead of supporting your own govt in Guyana. Better yet, go live in Cuba and blog from there, while you are there please enjoy your olympic size pool and banks beer along with your very good dinner.

    Reading this column I am forced to ask myself, where are the critical thinkers in Guyana? This goes straight back to a letter that Sherwood Lowe (I think) wrote stating what he thinks the role of UG should be. The hallmark of a good teaching school is that it turns out critical thinkers at a dime a dozen. UG seems not to be doing Guyana any favors because what I am about to say is so evident and has not been explored as far as I can tell.

    I believe that the strength of the PPP is a function of the weakness of the opposition, which I believe, is on display here again. The opposition in Guyana operates from a very strong position yet still they seem to not know it. As the opposition parties jostle each other for attention in the public eye the stronger the PPP looks. While there is substantial race voting in Guyana I do not subscribe to the notion that race voting is what keeps the PPP in government or gives it its strength and here are my reasons for saying it:

    i) The PPP usually wins around 52% of the vote and that means 48% of the population votes against them. An electorate of 380K and an 85% turnout rate means that the PPP beats the combined opposition by 12K votes(let’s say 18K to smooth out any errors).A mere 6-9K votes changing sides while the opposition holds/increases its base votes and the PPP loses. Yet still the PPP dominates politics in Guyana and looks like the most powerful political force there.

    ii) To unseat the PPP the opposition must (a)convince 2.1%(say 3%) of the population to change their minds on the PPP while holding their own base; or (b)up the turnout of its base by 3%,convince less than 1% of the PPP voters to change their minds. Getting parts of a population to change its mind requires a marketing effort where political ideas are the product and can be done in a similar way as Coca Cola or any other business tries to increase their respective market share. The opposition fails to recognize this, let alone that it is a position of strength that can be levered. Instead they are arguing for power sharing deals and international help to solve the countries problems.

    iii) From the above one would see that Guyana has the potential to be an extremely strong democracy only if the opposition parties could recognize it. Guyana’s election could be fought over 25K people (Amerindians? Legal Business people? Middle class? University graduates?) even with the entrenched race voting patterns that currently exist.

    How do you fix it?

    i) Guyana needs ONLY two political parties whose political ideologies are clearly defined and are as far apart as possible.PPP seems socialist; it is time for a capitalist pro business party to stand up. The opposition parties must forge themselves into one unit and find a way to co-exist in that form.

    ii) There should be a major rebranding effort of the alternative party and the tainted politicians exiting the scene helps here.

    iii) Prepare for this process lasting at least 2 elections cycles. It can be done in one but don’t bet on it. Trust needs to be built with the electorate.

    iv) An serious effort should be made to identify the demographics (the 25k)that is persuadable and focus your resources on them exclusively(target marketing).Strong and smart grass roots efforts should focus to register and turn out the base(race voters)

    Because the opposition is in disarray the PPP gets by and will win the 2011 election. I am willing to bet my house on that. Also this is the kind of analysis that a political analyst like Freddie Kissoon should be doing rather than passing his emotions and wishes off as reasoning as he often does in that other newspapers. Had he done this on the night of the last election they would have been better prepared to unseat the PPP as they so wish for. Guyanese should not only look at the PPP as a failure but the opposition has failed them even more by providing room for the PPP to roam.

    It is time for less people in that small country to have so huge ambitions of wanting to become president and recognize that you don’t necessarily have to sit in that president’s chair to provide help and respect for all Guyanese. A vibrant and organized opposition can prevent government excesses too and that is democracy right there

      “International begging again??”… This time not exactly Cummins, because I think that the strategy here is to legitimize the whole effort of unity, by coming together and rallying around against criminal lawlessness and misdemeanors in high places.

      As I see it, the exercise of involving the international community is a way of getting rid of the historic petty jealousy, envy, back-biting and betrayal which have always been the plague of Guyana’s political culture. In other words, organized elevation out of the proverbial mud of interpersonal deceit among small men searching for power.

      This is a good start definitely, but they need a neutral charismatic leader, possibly from the diaspora or the international community, to plot a single course of action for the once disjointed enemies.

      As for the rest of your suggestions, who knows Cunnins, this exercise has the potential to become the flash point for better co-operation among enemies.

      With respect to your deprecation of this particular call as international begging I beg to differ. Any inquiry must be immune to pressure from Government and Opposition alike. This pressure includes BUT IS NOT LIMITED TO withdrawal of patronage from the state. As it stands

      1. The Cabinet (members past and present) is implicated
      2. The Police Force Hierarchy is implicated some for the taliban and some for the state.
      3. The GDF is implicated also some for the taliban some for the state
      4. The GRA is implicated by virtue of equipment moving in and out of our national space

      In other words there is sufficient probable culpability on the part of enough arms of the state that could possibly bring coercion of some form against Guyanese who are named to a Commission of Inquiry. I am not going to even touch on the inability of Guyanese to accept the concept of “neutrality”. A prominent pro-ppp blogger on this site insists that “there aint no such animal”.

      An international inquiry is therefore the best way to secure immunity from influence (and in my opinion impartiality).

      I addressed this fallacy only a week ago on this very blog starting with the words

      “Standard PPP fallacious argument that assumes that the electorate mirrors the population”

      I urge you to read that blog to see the error in your reasoning notwithstanding which you actually came to some useful conclusions. The difference is that you assume substantial “floating vote” for the PPP for which no cogent evidence exists.

      Cochore, I understand the push here. But Guyana is a small country that produces no known international terrorist, builds no nuclear weapons or sells enough drugs to poison NYC. In short, and I hate to break the news to you: Guyana is not that important to the rest of the world. It is time the leaders there stop building this pie in the sky for Guyanese that somebody in the international community will come solve the country’s problems. The opposition’s best leverage on the PPP is the electorate but they need to recognize it. Just remember Obama’s victory over McCain was more than (or similar) that of the PPP vs. the opposition

      Georgie, keep drinking the kool-aid and believe that Poland will be repeated in Guyana. I couldn’t help but noticed that you said “if the momentum”. That is a loaded statement and perhaps sums up what you truly think about the opposition. Guyanese deserve better from both the government and the opposition and we need to recognize it.

  6. We all need to be realistic about the issues here and stop playing political games with the Guyanese People both at home and abroad. To effectivly enhance the call for an investigation into Roger Khan’s activities in Guyana with positive responses from the General Public we need to do the following.

    1. Call for the immediate resignation of the Commissioner of Police
    2. Call on the British Government to submitt to an enquiry into the activities of Roger Khan
    3. Get a Broad Support from the Commonwealth Nations.
    4 Have the Chief of Staff of the Guyana Defence Force Resign.
    5. Min. Kellowan Lall to step down, along with Dr. Roger Luncheon.

    One ought to realise that the Roger Khan fiasco has wide range affects here, in the USA among Public Officials both past and Present.

    Let us not be blind to the facts of life. We can no longer use our intellectual positions to fool the Guyanese People. Nor should we use our Intellectual abillities to try to drown out those who may voice their opinions that vary from ours.

    I challenge the opposition Parties to “Make The Call”, and make it now.
