– campaign to intensify this week

In the wake of Roger Khan’s sentencing in the a US court on Friday, opposition leaders are lobbying again for the administration to mount an international inquiry into his activities here, particularly his alleged involvement in a string of brutal, unsolved murders and will step up activities to realize this during this week.

PNCR and Opposition Leader Robert Corbin said the US court sentence, which “is for offences committed there”, is not the real issue and insisted that Khan remains accountable here. The administration, he said, owes it to the Guyanese public to inquire into Khan’s local operations and “ensure that he is also brought to justice for his crimes here”. The US justice system has prosecuted Khan and convicted him for offences committed in its jurisdiction, Corbin said yesterday, observing too that the system here is yet to investigate the atrocities Khan reportedly committed.

But Roger Khan’s operations and serious probes into trade of illicit drugs are not high on government’s agenda, according to Alliance For Change (AFC) Chairman Khemraj Ramjattan. The prosecution of “small fishes” in the narco-trade can hardly be identified with any aggressive strategy to curb it, Ramjattan told Stabroek News, noting that the “big sharks” like Khan usually escape the security net because of government connections and “complicity”.

Khan was sentenced to two 15-year and one ten-year prison terms, all of which would run concurrently, meaning he would serve a 15-year federal prison term for convictions of drug smuggling, witness tampering and gun possession. Khan was a principal player in the drug trade, US prosecutors said, and the key supplier of a Guyanese drug trafficking organisation based in Queens, New York. The Queens organisation was said to have distributed hundreds of kilos of cocaine in a two-month period during the spring of 2003.

WPA co-leader Dr Rupert Roopnaraine, while saying that Khan’s sentencing did not fully reflect the gravity of the crimes he committed, believes that it is imperative that a Commission of Inquiry be conducted by an international body into Khan’s local activities and his alleged connections with the administration. He says that during this week his party along with the members of the joint opposition — AFC, Guyana Action Party (GAP), National Front Alliance (NFA), PNCR and the Unity Party — will intensify this call.

General Secretary of the PPP/C Donald Ramotar was not inclined to address questions on Khan’s sentencing in the US court saying yesterday that it is outside of his portfolio, and that he was “yet to read the papers on Khan’s sentencing”. However, he briefly commented on the ability of the administration to fight the drug trade asserting that no single country can effectively tackle narco-trafficking. He said the issue of a local response must be viewed in the context of a wider initiative, and he cited the example of demand in the US, which he said is stimulating production. Ramotar said essentially that strategies should not be confined to “Guyana alone”, but rather an international effort which targets the industry.
The administration had ambitiously launched the National Drug Strategy Master Plan for 2005-2009 four years ago, but recent assessments have pointed to few of the original goals in the plan being achieved. Stabroek News attempted to contact Home Affairs Minister Clement Rohee yesterday to no avail and was later advised that he was out of town.

Smoking gun

The call by a relative of Khan on Friday for government to pay him and give him a pension upon his return here is a “smoking gun”, according to Corbin. He said the call points to government’s involvement in “the execution and torture of hundreds”. Corbin said too that the administration’s silence and diversionary tactics on Khan’s operations here will not erase the atrocities committed against hundreds of Guyanese. He said Khan’s involvement as well as that of the state must be investigated and reiterated his call for the inquiry.

The evidence led before the court in Khan’s trial and that of his former attorney, Robert Simels had been well publicized Corbin said, recalling statements by the PNCR on the issue last week. He said the administration had attempted to avoid the damaging implication of its involvement with Khan, but stressed that hundreds of families are in need of closure and justice. The joint opposition is committed to an international inquiry and in finding “that closure” for Guyanese who have been directly affected, Corbin added.
Time to put it to rest

Ramjattan said Khan’s 15-year sentence reflects justice being done as it relates to the charges brought against him in the US court. He said Khan obviously cooperated with the US authorities to the extent where “valid information must have been provided” on persons involved here, and he is certain other indictments will follow at the appropriate time. He said the Khan clearly made a deal with the US government that implicates other cocaine dealers.
But the sentence aside, he said, the time has come for the families of persons brutally murdered during the infamous crime surge between 2002-2006 to receive closure. Ramjattan said an international inquiry must be done “so that we can put this thing to rest”. The inquiry will not only probe what happened during that period, he explained, but also offer recommendations as to “how not to behave.

“Any inquiry is likely to find among the recommendations that here in Guyana we must not employ criminals to fight criminals but instead look to our enforcement agencies. If we doubt their ability to do it then we change whoever needs to be changed, and or if we find that they alone cannot get the job done then we must ask for outside help.” There are some valid lessons which can be extracted from an international inquiry, Ramjattan added.

On the issue of whether government is equipped to fight the drug trade, Ramjattan asserted that clearly there is non-cooperation by the state to prosecute persons the likes of Khan because “there is much complicity” and what he referred to as the fear of being exposed. He said that some government officials had even admitted in the past that narco-trade contributes heavily to the strength of the local economy.

Roopnaraine disclosed that he had only returned to the country late on Friday evening and while he had heard of the sentence he was yet to read the newspaper articles concerning the decision.
He opined that given the “viciousness and severity” of the crimes committed, Khan “got off rather lightly”. The light sentence given would clearly have been as a result of him being able to trade important information to the prosecution in the case, he added.
Roopnaraine, whose party is a part of the opposition front calling for an international inquiry into alleged links between government and the drug trafficker, said that during this week there will be an intensification of this campaign. He said an inquiry by an international body needed to be conducted since “we cannot believe that we are dealing with a normal situation.”
Following the explosive testimony by US government informant Selwyn Vaughn in the witness tampering trial of Khan’s former attorney Robert Simels, which linked the PPP/C administration to a death squad orchestrated by Khan, there were calls for the government to launch a Commission of Inquiry. When President Bharrat Jagdeo was asked at a press conference on July 29, if his administration would initiate such an inquiry, he said no. However, he said it was likely that a criminal investigation into the matter would be done at some point in time.

“You don’t need a Commission of Inquiry to go after criminal acts, the police should do that, not a special commission and they should get to the perpetrators and prosecute them. What you need more is investigation and prosecution… because what was alleged [here] are criminal acts,” he said.

When this was raised with Roopnaraine yesterday, he said the President’s reasoning “would make sense if we had criminal investigations that led anywhere”. He stated that the country seems to lack the capacity or the will to carry out proper criminal investigations. He further opined that there probably are elements within the justice system and in the Police Force who have “been tainted by what is going on”.

Meanwhile, when asked if street protests were an option being considered, Roopnaraine said that this should not be ruled out but admitted that there were some reservations from some members of the joint alliance. Roopnaraine had said previously that the government had worked overtime at criminalizing street marches which limited their impact. He told this newspaper yesterday that there are very few countries in the world where people cannot walk in the streets in protests. He said “any legitimate protest within the law should not be ruled out.”

      evileyes, witch dr, avinash persaud,freespeech, marc, i have commented before about how you people write from a position of ignorance. getting through to you folks is a work in progress and only time can heal your resistance to knowledge. when you folks talk about opposition being involved with criminals i have to say like you would, show me the proof. harping wont make the crimes that khan is rsponsibe for go away. there is no statue of limitation for murder and if there is one thing that’s certain, the pee pee pee don’t own guyana. the crimes that were committed by the gangs for turf were between roger khan’s gang and the other gangs. unfortunately one set was smarter and therefore solicited the help of operatives in high places to perpetuate their crimes in the name of crime fighting. listen to your president,he threw khan under the bus by saying that khan must say on “whos behalf was he fight on”. many of you grew up to know about guns and have never witness heinious crimes. the crimes you talk about and proportion blame must be spread evenly around. there was never no darker period in guyana’s history than in the 1960’s.       The govt will never “investigate” Khan nor will they support an impartial international investigation simply because such an investigation will see many in the PPP govt headed off to jail–just like Khan.

      The comfort that the joint opposition and the law-abiding Guyanese people could draw from all of this, is that the US will get their man(men)where and when the finger points.

      In many of these cases, that finger will be Khan’s. If that 15 years’ cushy jail sentence didn’t clue the PPP govt and their defenders like a haymaker would at the slam to a face, then they need to sniff amonia, eat wasabi and bukraman pepper at the same time to shake them out of their present state of self-induced mental paralysis.

      Khan has departed the PPP’s Georgetown club. He’s now playing with the big boys in the US. So youse bloggers here in these here bloggershere on SN need to wake up and smell the coffee. Khan is not your friend anymore.

      If you both did then I am wrong because I never did.
      After those criminal killed and wound others to make good on their escape what took place after?
      I guess we all know the history of that.
      Innocent people including children were brutally cut down, women were being raped and robbed.
      Police officers were being murdered along with a few army personnel.

      If what they said on the air waves in Guyana that those are freedom fighters and are fighting Government oppression was true.
      Then why did the freedom fighters not go after the leadership in Government,Police and Army?

      Jagdeo’s logic, Miami was developed with drugs money to which the US turned a blind eye. After this development attained a certain height, the US then came down on the trade.

      They now see the US as using double standards and being unreasonable for coming down on Guyana because they wee using a similar model to Miami for development.

      In a nutshell, that is the whole point in the RK’s rise and demise.

    Keep the pressure up ladies and gentlemen. Something has to give. Any investigation must cover Khan, the government, allegations of freedom fighters and opposition. No stone must be left unturned and every guyanese must be satisfied that there was no bias in the investigations.

    In order to achieve this we may well have to go international as only the president has the confidence that the local police can do the job though he knows that the force is tainted.

      What about Agricola? some people have selective memories, Guyanese from all walks of life was affected by the crime wave, the same so call crime fighter, was supplying the criminals with guns, big ones too, and he could,nt control them and could,nt pay all of them. Some of the criminals decided to turn the guns on him, he gets wind of it, and take out the competition, some rivals gangs went over to his side and infiltrate the rival gangs.

      What started out as a gang war fighting over turf, ended up involving prominent and high profile people. Some people was suckered right into it. Due to some people was seeing this as an ethnic thing and not a Guyanese thing, we are living like cats and dogs.Guyana is for Guyanese NOT NO ONE RACE. Guyana is multi racial, a lot of people are mixed with another race. Drug sand guns dont discriminate the people behind it does.

Recognising the similarities and how much of the same mould these two parties are cut from, having both been birthed from the same gene is crucial to true Guyanese self, self-worth over blind loyalty to party and let us not forget individualism. And in case you have not already done an overview of this blog, the People’s Progressive National Congress Party loyalty is and has been blind and very tolerant of wrong doings.

      I always say…if you’re going to burn in hell, might as well do it for self. Who wants to burn for some lying poltician anyway!

      Freespeech, Criminals with the same DNA hunting other criminals to gain turf advantage is bad enough, especially when the govt could have asked for outside help. You can justify the reasons but the answer is always where evil was used to begat evil. I hope you’re not a religous man because then you’re going to have to someday try to explain to God why you defended a war where two evil forces went up against each other. That you believe that Roger Khan’s motive was selfless is not only naive, it is boderline pathetic. We don’t grow up to be hoodwiked to this extent.

      See, you can jump up and rave all you want about the crime spree which Roger Khan snuffed out but then he embarked on his own and he was on his own while he used the opportunity to eliminate rivals, but if he was so successful, how come all those criminals dead and still high crimes and misdeamors in Guyana, many of which allegedly with the blessings and by even members of your PPP govt?

      This would cause any reasonable mind to ask, who is wrong and who is right in all of this? Who are really the perpetrators of crimes upon the Guyanese electorate? Do we have a lawful govt that is setting lawful examples to the general populace?

      Answers seem to be eluding you, freespeech but questions, these questions? Why?

      Questions are a vital part of the human development. Why, after logic are they still eluding you?

      You live in Guyana, go to Annandale and Vigilance and ask people in those communities what they went through after the jail break.
      Look up the old news archive and take note of how many instances Stolen AKs were used to kill innocent people on the ECD; ballistic tests have shown.

    We need a comprehensive probe, starting with the Mash Day jail break and the crime spree launched by criminals against innocent Guyanese and culminating with the role of the Phantom Squad in extra judicial killings. The PPP has accused the PNC of bein gin bed with the armed and dangerous criminals and the PNC has accused the PPP of being in bed with the Phantom Squad killers, so what we now have is more of the PPP and PNC. When will they ever disappear.

    An independent probe of the PPP and PNC’s criminalities can only be done by an independent government empaneling an independent team of investigators from Guyana and abroad.

      To get help with the narco trafficing, we need the Government’s permission, so far all we hear is talk. DEA had proposed an antidrug task force in Guyana. It has not happened. I believe if the Guyana Government wsa really serious about narco trafficing it would have been done. Columbia has chased the drug lords out of their country. There are looking for mew homes. Guyana has unsecured borders. Put the pieces together.

    This is commendable that all the Opposition Leaders come together in the interest of all the Guyanese Nation.
    They must see to it that true justice be serve and the Rule of Law must be respected. Could you imagine that President Jagdeo telling the Nation that there is no need for an International Inquiry?
    “You don’t need a Commission of Inquiry to go after criminal acts, the police should do that, not a special commission and they should get to the perpetrators and prosecute them. What you need more is investigation and prosecution… because what was alleged [here] are criminal acts,” he said.
    Yet, Khan who was involved in drugs trafficking and other criminal activities was given the right to fight crime in Guyana. Was the Police fighting crime? or the King Drug Lord fighting Crime? Is this the PPP/C new rule of law?
    Mr. Roopnaraine was right when he said “previously that the government had worked overtime at criminalizing street marches which limited their impact”. Is this justice? Where are the rights of the people? And they call Burnham a dictator, history speaks for itself. These 17 years of the PPP/C will definitely goes down in history. Congrats. to all the Leaders Opposition Parties, you must follow up on this matter for action with this Roger Khan saga.

      Witch, from these murderous jailbreakers emerged a dangerous drug dealer who saw an opportunity to eliminate his own rivals who were threatening his turf, who had nothing to do with the jail break or the jailbreakers; this lead to crimes of international porportions being committed in Guyana and finally the US had to step in. Would have been better to just ask for outside help, wouldn’t it? Meanwhile the US was recording every bearded man who sent drugs to America and every friend he talked to. The spy satelites they may have used would make that spy laptop look like kindy-garten ping-pong machines. Imagine that!
