The torture of a young man by policemen just a few days ago, the robbery and murder of another from Bartica by members of the Army, previous allegations of the practice of torture by the Police and Army etc., forms, the backdrop of an evidently deterioting situation, which, the political administration is unwilling to put a brake on, by its failure to carry out a comprehensive and holistic reform of the Police Force and Security Services.
