Chief Justice (ag) Ian Chang yesterday deferred a bail hearing in the High Court for the two policemen implicated in the torture of a 15-year-old boy.
The men’s attorney, Hukumchand, made the original application for bail on Thursday and again yesterday, but the hearing was adjourned to next week.
The officers, Sergeant Narine Lall and Constable Mohanram Dolai, appeared at the Georgetown Magistrates’ Court charged with the unlawful wounding and felonious wounding of two prisoners on Wednesday. No charges were filed in relation to the boy since he had not yet identified the accused. The duo was not required to plea to the indictable charges laid jointly against them and were remanded to prison by acting Chief Magistrate Melissa Robertson.
According to the charges, between October 20 and 29 at the Leonora Police Station, West Coast Demerara, the two policemen unlawfully and maliciously wounded Nouravie Wilfred. It is also alleged that on October 28, at the same police station, they unlawfully and maliciously wounded Deonarine Rafick, with intent to maim, disfigure, disable or cause him grievous bodily harm.
Wilfred, Rafick and the 15-year-old had been arrested following the murder last week of retired Region Three vice-chairman Ramenaught Bisram. A wounded and battered Rafick has since been charged with the murder and remanded to prison, while Wilfred was released on Tuesday after having been in custody for a week. The 15-year-old had been severely burnt in his genital area and it was only after the case was reported in the media that he was taken to the hospital. The teen remains a patient in the Georgetown Public Hospital.







Oh yes… we’ve seen this script many times in Guyana.
Defer the hearing until the story dies down and then the Accused TORTURERS will be granted bail. The case will then eventually get dismissed due to lost court jackets or perhaps a mysterious court fire.

Are these men enjoying luxurious comforts in comparison to those of a typical remanded citizen? After all in the eyes of the Minister of Home Affairs, setting genitals on fire is only crossing the line of of acceptable behaviour. I shudder to think what’s his opinion on castration.
I quite agree; we have all seen it before and you know the sad reality of this? It will continue and why? Because it has been tolerated for too many years. Had this child been residing in any country around the western civilized world, his parents would not settle for this, they would sue the entire police department (for more than they want, so they get what they need). There would be one trial in criminal court followed one in the civil court. But of course we are talking about cowboy country Guyana where such blatant lawlessness like police brutality is here to stay.
When will their superior officers be charged ???
Nothing. This is Guyana, where only the small fish gets fry.
No bail, let them have a taste of the jail that they have recommended human being treated with injustice.
There should be capital punishement in Guyana!
These two should not be granted bail, let them stay in jail.
People and suspected criminals was tortured before killed during the crime wave and after,- bodies were found bound and gagged and appeared to be tortured.
there is unsolved tortured – murder case that needs to be reopened.
They would not be placed in the normal jail cell. They will spend time in a special quarter at the jail enjoying TV, nice food, visitors and alcohol.
Sometimes they might get time to leave the jail to visit wives and girl friends. This happened to the same police men who were charged with Yohance Douglas killing.
KEEP THEM BEHIND BARS.
