Chief Justice (ag) Ian Chang yesterday granted pre-trial liberty to the two policemen implicated in the torture of a teen boy while he was in their custody.

The officers, Sergeant Narine Lall and Constable Mohanram Dolai, did not appear but their attorney Hukumchand secured bail for them in the sum of $150,000, and $175,000 respectively, following a bail hearing in the High Court. The men’s release coincided with the discharge of the teen from the Georgetown Public Hospital.

Recently, the officers appeared at the Georgetown Magistrates’ Court charged with the unlawful wounding and felonious wounding of two prisoners on Wednesday. No charges were filed in relation to the boy since he had not yet identified the accused. The duo was not required to plea to the indictable charges laid jointly against them and were remanded to prison by acting Chief Magistrate Melissa Robertson.

According to the charges brought against the two policemen, between October 20 and 29 at the Leonora Police Station, West Coast Demerara, they unlawfully and maliciously wounded Nouravie Wilfred. It is also alleged that on October 28, at the same police station, they unlawfully and maliciously wounded Deonarine Rafick, with intent to maim, disfigure, disable or cause him grievous bodily harm.

Wilfred, Rafick and the teen had been arrested following the murder last week of retired Region Three   vice-chairman Ramenaught  Bisram. A wounded and battered Rafick has since been charged with the murder and remanded to prison, while Wilfred was released after having been in custody for a week. The teen had been severely burnt in his genital area and it was only after the case was reported in the media that he was taken to the hospital.

    Torturers get bailed but ACCUSED SUSPECTS of state crimes get incarcerated for long periods until they are forced to escape. Justice delayed is denied in Guyana. BTW, based on past outbursts against ceryain csuspects being bailed, I am waiting to hear Jagdeo or Rohee complain about these two police officers being released on bail.

      Will these men continue to be police officers and therefore entitled to pay while awaiting trial? Who will pay for the defence of these two men? This lawyer does not come cheap and we should know who’s paying his fees. I look forward to reading and hearing condemnation of torture incidents without excuses and inappropriate and misguided explanations for the brutal and beastly behaviour of our police.

      Is this lads’ parents would pursue these police for justice in Guyana??

      OR will these police be pursued this lad and terrorizing this family, in their attempt for tampering with evidences against them???

      I think that this lad and his families must be in a safer and a much more secure place, than in their present environment where they are residing.

      Psychiatrists would call this all sorts of medical things that I am not qualified to even venture an opinion on but what they did to him was not only inhuman and abborent, but freaking “wierd”!

      The question that begs to be asked is this: Which two grown men get interested enough in a child’s genitalia with intent to destroy it, unless driven by some extremely sick forces of nature?

      Could we have a criminal psychologist interview these two? I have a friend who is one. I know I could interest her in evaluating these two.

  2. I am extremely happy that bail was granted to the two policemen involved in the alleged ‘barbequing’ of the teenager. Law enforcement agents who are refused bail and put in jail become targets of other jail-birds. At the bottom of the pyramid within prison systems are the sex offenders above them are cops. When policemen are sentenced to prison or placed on remand they must be housed in administrative custody. When such protection is not offerred, they may be seriously beaten, killed or become a husband or wife of hardened criminals.

    Further, I am also happy the teenager was discharged from hospital. He can now go home and be taken care of by his loving parents.

    Now, we must stop wondering if he is still under suspicion of murder or would be charged with criminal offences. Even if he had done anything to link him to the crime of murder and I have no reason whatever to believe he did, no country in the common law system would be successful in winning a case against him. We all know the reason!

      NO JUSTICE, NO PEACE, STAND MY FELLOW GUYANESE. Jadgeo is just running his mouth and he has no action behind all what he is saying and that is a shame and disgrace for a president. You should not wait for two weeks not even two days, take action immediately because torture is and should not be encouraged.

      This ” RACE CARD ” should stop playing a role in our country and also how they treat citizens, that is the bottom line.
      In America I am aware that race is a big issue here but by God we can fight for our right here and also be successful in fighting but Guyana they cannot do that or else they will die.
      I would prefer die trying and that is the truth…. Race, race, race, why? why? why? stop it one race and that is the HUMAN-RACE, we are all one and created equal so let us live in love, peace and harmony. I love my fellow guyanese, no matter what race they are they are human beings.

      So GTEYZ…why are you yelling this loud? Why do you feel that two grown men who allegedly had such interest in a child’s genetalia, be set free under any circumstances?

      The intension of the PPP is to organize Community Police Grouup to fast track them into the Police Force so that Captain Rohee can reorganize the Joint Services while you out their bomp, wine, and grind in the street of Gerogetown.

      I am calling on Guyanese to stop sending remittance home to Guyana…..sometimes we have to show tuff love to change people attitude.

      The young man is only fourteen….ask the avrage fourteen year old what do you think about this he or she have very little to say because they all still hanging in by ma and paw awaiting the next flight out of Guyana.

      Duba this is why I am calling on all Guyanese to put pressure on their congressman and woman to engage with the rightsof the child in Guyana. Congresswoman Lee has an open line and is willing to help Guyanese who call and engage her in this case tortured of this kid. She engages herself well with the Caribbean and Guyana.

    • I do think that whether they (cops) have fathers, sons, grandsons or nephews would not have changed anything, as this is the modus operandi of most of the cops in Guyana. Cops engage in interrogation of an accused with their colleagues and do whatever their brains dictate. If these activities were done under camera, it would have been a far different story. I also think that the medical council should conduct a forensic audit of Dr. Chand’s work for the past two years. This is to review his assessments of the patients he examined for the police. It will be interesting to see his notes, treatment, referrals etc. Stabroek News I applaud you for keeping this story alive and please do not let it drop until the trial is concluded.
