MUZAFFARABAD, Pakistan – A suicide bomber killed three  soldiers at a military school in Pakistani Kashmir yesterday,  the military said, as 13 militants were killed in U.S. missile  strikes near the Afghan border.

KABUL – Afghan President Hamid Karzai has met members of  parliament in the hope of persuading them to confirm a cabinet  in time for an international conference at the end of the month,  a spokesman said yesterday.

VIENNA – The United States and top EU allies are seeking  extended sanctions against Iran over its rejection of a U.N.  plan to temper its nuclear ambitions, but Chinese and Russian  resistance poses a major stumbling block.
