The Speaker cannot move an amendment

Dear Editor,

I refer to a letter written by Dr Cheddi (Joey) Jagan (Jr) and published in Stabroek News on  March 10, under the caption ‘Ramkarran should take the lead in convincing others in party…’ in response to a letter I wrote, which was published in SN on March 9 (‘Ramkarran was referring to an existing constitutional right…’).

I am absolutely appalled that a person who has sat as a Member of Parliament and considers himself a public commentator of some seriousness would suggest that my father, Ralph Ramkarran, should “take the lead, as a lawyer at Cameron and Shepherd, to move an amendment  deleting overseas voting from the constitution, since he is the one who brought it up in the first place.”

I find it difficult to understand how a Member of Parliament, whether sitting or former, does not know how amendments to the constitution are made. As Speaker, my father can’t move an amendment.

Yours faithfully,
Kamal Ramkarran
