Why can an old ID card or expired passport not be used as forms of identification?

Dear Editor,

I was told recently by an employee of Western Union that my ID card issued in 2001 could no longer be used as a form of identification and that only the new ID cards can be used for the purpose.

Editor, I have been told that an expired passport cannot be used as a form of identification, while my thinking is that it cannot be used for the purpose of travel only. Both an old ID card and an expired passport have photographs of the holder as well as the other vital particulars. Why can they not be used as forms of identification only?
