Can Guysuco please explain why the notice below was given such restricted publication, thereby restricting the possible range of responses?

“In an effort to maximize the capacity of Uitvlugt factory and to increase production, the Guyana Sugar Corporation Inc, through its Agriculture Operations Department, invites
expression of interests for outsourcing 800 hectares of land in 2013 to private cane farmers at Uitvlugt Estate. These lands are areas that have been out of cultivation in excess of two (2) years.
“Interested persons are asked to respond in writing to the CEO, GuySuCo Head Office not later than the 2nd August 2013.
“A site visit at the individual’s own expense is arranged for 18th July 2013 at 9:30am.
“Interested persons are asked to assemble at the Administrative Building, Uitvlugt Estate.
