CCJ head found in breach over suspension

(Trinidad Express) President of the Caribbean Court of Justice (CCJ) Sir Dennis Byron breached procedure when he suspended the Court’s financial comptroller last month, a disciplinary tribunal ruled on Tuesday.

The tribunal ordered the charge against Larry Ramoutar be set aside and arrangements be made for him to return to work the following day.

Ramoutar was suspended on July 9 for failing to attend a meeting on the same day that was called to review an Accounting Policies and Procedures Manual.

The suspension letter was signed by Justice Byron.

At the disciplinary hearing, Trinidad and Tobago attorney Ian Benjamin, acting on behalf of Ramoutar, argued the power to suspend Ramoutar resided with the Regional Judicial and Legal Services Commission (RJLSC) and not with Justice Byron. He further argued the suspension was therefore invalid.
