Digicel in breach of Internet neutrality principles – Eastern Caribbean telecoms authority

(Jamaica Gleaner) Telecommunications company Digicel has been found to be in breach of the principle of Internet Neutrality in the Eastern Caribbean.

The ruling resulted from its move to restrict Over the Top (OTT) Services, in particular Viper, to users of its telecommunications services across the Caribbean.

According to CANA, the Eastern Caribbean Telecommunications Authority accused Digicel of the violation during the just ended 16th Consultative Forum of Representatives of the five National Telecommunications Regulatory Commissions held in Castries, St Lucia.

Digicel recently announced its intention to restrict the use of OTT services, particularly Viper, because it disapproves of Viper’s use of its network to deliver Internet telephony to Digicel customers at no cost. This is after the telecommunications company said its efforts to secure a commercial contract with Viper for use of its network had failed.
