Sash Sawh murder accused ‘Skinny’ flees from court

High-profile murder accused Jermaine ‘Skinny’ Charles escaped from custody at the Sparendaam Magistrate’s Court yesterday afternoon.

Police searched several parts of the East Coast for him yesterday but up to press time there was no word on whether there had been any sighting. There was also no statement from the police on what had transpired.
Charles had appeared at Sparendaam for the continuation of the PI into the slayings at the home of former Minister of Agriculture Satyadeow “Sash” Sawh.

Jermaine Charles

According to reports, after  “Skinny” had appeared before Magistrate Yohhanseh Cave, he was taken downstairs to the holding area in the police station and disappeared afterwards. Police ranks only realized that the man was missing when they were lining up the other prisoners to take them back to the Camp Street prisons. Onlookers related that the police then launched a frantic search which turned out to be futile.

It was the latest embarrassment for the force which has been beset by similar episodes.

One woman told Stabroek News that she came to the station to look after some personal matters but was asked to wait outside of the compound. She said she was not aware of the reason but heard persons saying that “some prisoner like he escape.”

Another man said that he saw the police peering underneath the station which is about two feet off the ground. He added that he heard some ranks saying that they saw prints in the “sappy” ground under the flooring of the station which would indicate that “Skinny” escaped via a loose floor board and then crawled out unnoticed.

Stabroek News was told that police ranks had launched a search in the cane fields aback of Plaisance, a neighbouring village to Sparendaam.

Charles has been charged along with Dwight Da Silva, Quincy Evans, Terrence John, Delwayne Carrington and a boy who is now 15-years-old for a number of other murders.

He was charged along with Da Silva for the murder of Barbot Paul, the Kaneville, East Bank Demerara businessman who was shot and killed outside his home on August 6. Charles is also accused of killing Devon Charles of Agricola on June 23, Guilford Henry on June 26, 2005 and 12-year-old Kevin Browne on March 18, 2006. He shares the murder charge for Browne with Dego France. Charles is also charged with Da Silva and Evans for being part of a group of men who allegedly murdered five Kaieteur News pressmen - Chetram Persaud, Eion Wegman, Richard Stewart, Mark Maikoo and Shazeem Mohamed in August 2006.

It is also alleged that they killed Wordsworth Grey on August 8. The 15-year-old boy, who was 13 years then, was also charged for that murder. Charles was then charged for the murders of Sawh, Rajpat Sawh, Phulmattie Persaud and Curtis Robinson on April 22 at La Bonne Intention (LBI) East Coast Demerara. David Leander, called ‘Biscuit’, was also charged separately with the LBI slayings.

SHAME ON THE GUYANA LEGAL SYSTEM

I have always had qualms about the Guyanese LEGAL PROCEDURES and this high profile escape shows what a joke the Guyanese Prisons and Courts are.

Will heads roll for this crass system failure? If past examples are anything to go by, the answers is a big fat NO!
The persons who allowed this shocking event to take place will probably be moved to other activities which they will in turn carry out just as incompetently.

    Where have we gone wrong?
Changes need to be made and made quickly.

While it is obvious the police are negligent, one would think that a high profile alleged killer would be shackled in chains, in addition to having those chains fastened to the floor as happens in some US courts.

Once again, an accused had to show law enforcement where yet another loophole exists: wake up, government and GPF, wooden floors and walls need to be replaced with concrete! Let them chisel their way out, not simply remove a few rotten boards.

I can foresee concrete walls and floors being built now that this other ignominy has befallen an inept force. No one thought concrete reinforcements were necessary for police stations until the bandits began greeting them with 7.62 rounds. Always reactive, these people.

I am tempted to laugh at our law enforcement agencies, but with innocent lives being threatened in situations like these, I can only express some hope that this criminal will be apprehended.

WAKE UP, GPF! WAKE UP GOVERNMENT!

Unless a birth restriction or quota is placed on the poor in Guyana, we will continue to see social misfits plaguing our society. Children of the poor are easily lured into a life of crime and deviancy because of the dire conditions in their homes.

Poor people should evaluate if their income is adequate to support the number of children they wish to have. And should be consequenced for having kids that cannot be properly maintained from cradle to college.

So now we have two of our most wanted criminals on the run. What is happening to Guyana?
Please Mr President, rid this country of this most inept Police Force. We are fed up with you making excuses for their msitakes which are only making our beloved country more insecure. Start with your Home Affairs Minister and include the Commissioner of Police and all of the senior Police Officers. It’s time to bring in the international consultant to streamline the Police force. Someone who is supposed to have committed so many murders aint even have a police with a beer bottle in hand guarding him, yet a person refusing to pay a cop a lil runnings money is hand cuffed and placed on a bench over the police counter for days wow it just shows you it is abnormal to be normal in the land of many waters.

    Run skinny, run!!

My god, is this what Guyana can produce? An incompetent government and an incompetent police force? Whenever I read a news article about Skinny and his friends, I always had the image of him being “shackled in chains” with 5-6 well armed police/GDF ranks guarding him, along with back up ranks close by. Now, I would like to know something– Rawlins is known to be clever, brutal, and bold. What if Rawlins was not “on the run” in the interior, and skinny had to be taken to court in the same manner as he was yesterday. What would have stopped Rawlins and his gang of merry men to just walk into that court and open fire, just to get their comrade? What would stop him? Guyana’s police force expect the people to respect them, but to date they haven’t earned that respect. Instead, the citizens are just waiting for them to drop the ball…it is expected.

Someone posted, either yesterday or day before, about the Jamaican Govt. hiring a police commissioner from the UK. After what we’ve been seeing for years now (2002-present), we really need for this to happen. The Bernard Kerik deal fell through, but I don’t believe that out of hundreds of top notch ex-police officers in the UK/USA/Canada, that Kerik was the only man capable of handling the job. What we need now is not a police commissioner (cause that would make the people in Guyana feel like the Govt. is trying to take away the power from the local Comish), but an adviser to the current commissioner. And also an ex-special forces adviser from the USA or the UK, to the GDF man in charge. Or, just hire Blackwater USA or any of the numerous British security firms.

If only there was a group who could protect the citizens when the Police/GDF fails. Hmm.

In reply to the above comment on June 28th, 2008 3:52 pm:

Why would he respond? He needs Guyana to stay in the mayhem so that the clandestine activities can continue without interference. This is their modus operandi. So if you really have Guyana at heart, you need to consider forming an external group, rid the country of the existing trash and begin a rebuilding programme; the police force needs to be reformed, policing policies developed and fresh blood recruited. An investment programme looking at the educational and financial requirements for the recruits needs to be considered so that the retention rate is high, temptation to pervert the course of justice is reduced and the individuals see the need to have loyalty to the organisation. It will not be an easy task but is possible; there are sufficient international organisations that offer funding for the review of National Security issues for 3rd World countries. Maybe Bounty hunters should be introduced and legalised in Guyana then we take a few of the Armoured vehicles currently held at Grantham, a few SF boys and start the purge.

I am so tempted to believe the police in some way assisted in this escape, but I’m holding my tongue. Ok, damn it, even if the police did not actually “let” him out to escape, they still let him escape by their lapse and nonchalant, lackadasical behavior about anything and should be VERY sternly dealt with. They should have had this prisoner shackled foot to foot, hand to hand and another chain connecting the hand chains to the foot chains, don’t worry with handcuffs, I witnessed a prisoner open his handcuff from behind his back once when I was in the lock -ups. This is not the 1st high profile escape that has happened in the courts, recently one prisoner actually got out of the court dock and had access directly to the magistrate making her run for her life to safety of her chambers, all the lawyers together had to subdue the bastard and that was done with difficulty. When will they learn? The police need to come up with the most proficient way of securing these criminals. Man this is unbelievable…..unbelievably disgraceful. Well, well, the “Guyanese troops”:- Peace keeping troops; Policing troops; Patrolling troops; Prison controlled troops; People defence troops; Pioneering troops; etc. name them all, even the People Perishing Party troops, who really now is in control of Guyana.
The PPP-government, might be in Power of Guyana but surely they are not in control.
At first, dangerous criminals have escaped the Pursuit of troops at Berbice,
now dangerous criminal has escaped from the custody of Policing troops.
Where are efficiencies of the Law, Peace and Order troops now in Guyana
For me, sad to say, Guyana is now a “cow-boy” country

With the amount of “security” transporting criminals to and from the prisons I shudder to think “Skinny” could have escaped I smell a rat. Even with Petty remand criminals there is usually one (1) Fully loaded Pickup escorting and one at the rear both wit siren blaring and all officers with guns at the ready, so how come he “ESCAPED” Gimme a break.
I have been around the Courts and if according to reports he was in the holding docks how no other prisoner was there or no one else “escaped” My wild guess is they love the filthy ock ups and prisons.

    RUN SKINNY RUN,
i WORKED AT THAT STATION BACK IN THE 80′S THIS TYPE OF THING ALWAYS HAPPENED THE FLOOR BOARD IN THE NORTH EASTERN CORNER OF THE LOCK UPS WAS ALWAYS WEAK BECAUSE OF THE RAIN. EVERYTIME A PRISONER ESCAPED IT WAS FROM THAT CORNER.
THAT LOCK IS SURROUNDED BY HOUSES IN THE POLICE YARD AND WHEN A PRISONER ESCAPED IT IS VERY EASY FOR HIM TO WALK GENTLY AWAY THERE IS A LOT OF COVER FOR HIM TO MAKE GOOD HIS ESCAPE.
BUT I SAY RUN SKINNY RUN, WHEN THE GOVERNMENT WANTED TO BRING BURNIE FROM THE USA, SOME SMART PEOPLE SAID NO, WELL I SAY DEAL WITH IT NOW, THE POLICE FORCE IS REALLY A SECURITY SERVICE LIKE COPS AND THE REST OF THEM, OFFICERS REFER TO IT AS A WOK.
THE POLICE FORCE FORCE IS A WOK

WHO SAID THAT SKINNY IS THE ONE WHO KILLED THE MINISTER, HOW COME THEY CANT FIND THE PEOPLE WHO KILLED WADDLE, I SAY RUN SKINNY RUN

That’s another thing, motherofmine, Waddell, aren’t there any ballistics from all these crime scene to match the scene where he was executed, or those weapons are cast into the atlantic ocean after the act? Then if not there are more serious kiilers than Fineman or Skinny at large, Who knows maybe it is……..

After I got over the initial shock bewilderment and awe; I thought - Another masterpiece by Clement and Company! I votin’ dem fuh ‘Comedians of de Year’ - Excuses should be available by sundown??. or maybe not! Let the crime fighting capable helicopter take to the skies - nah dat would depend on if Cde. Whatzizname/position? deem that necessary. Get the dogs out! Damn dey gone already. I got a Boys’ Scout Tracking Badge…Damn that was 50 years ago, now I can’t see the minibus without spectacles on. I can’t physically be of help. Then I felt disappointed and ashamed, and I began reading the comments and thought - What the hell? Lemme put in my $5 worth too!!!
No ‘Bernie - formerly of New York’ could do anything to have prevented this and some other happenings. The things that he is versed in =B & C - Dem boys here in GT dun know dose an more already.
Seriously - The solutions to the actual and envisioned problems are right here in Guyana. The biggest problem is that no one seems to have the “testicular fortitude” to implement them.
I have always opined that unless the GPF gets back into the Law Enforcement ‘business’ this country will continue spiralling downwards into the abyss of lawlessness from which recovery could be impossible
This might be rockbottom and the country start its upward journey away from lawlessness and such. You may say I;m a dreamer - but that’s what old men do! .

It is clear that the Guyana law enforcement personnel lack training and need resourcing. There must have been clear security breaches or is it a case of let him go to subsequently eliminate him?? Lots of unanswered questions still go begging! An independent and external security agency without internal interference is definitely required for Guyana until order is restored.

Howcome the police are able to determine within a few hours of a crime that the bullets used were form the same gun from a previous crime? I thought doing a ballistics test takes time….hmmmm…they’ve mastered that huh…

A junkie in court is guarded so tightly that he doesn;t get away, but someone like skinny wasn’t under tight security…. and whats up with all these nicknames…fineman…skinny……the people dem hungry or wah??hahahha! I’m beginning to believe that the majority of the officers are only in the force simply to have a means of income….they lack dedication and patriotism. I feel that unless they all have that in them apart from just a job to get paid, only then can all this lawlessness can be rid of. Makes me wonder now, when in need of help, who do I call? Will I be just another person bothering them with my cry for help?

I still say that all guyanese must come together and not tolerate this. United we stand…divided we fall…

My Fellow Guyanese please dont be fooled by this i find it a deliberate act by some Rouge Cop i am sure some one was paid well for this escape , in Guyana the order of the day is if you have the money to pay the cops you are good to go. That is part of the system for a long time now High officals taking Bribe Junior Ranks doing the same thing too If that is a lie let me know, we have the legal court and the Street court too you pay you go . Until that mentality of some Police ranks change Guyanese people will continue to suffer at the hands of both the criminals and the people paid to protect them.

To those who believe that Skinny actually planned and executed his alleged escape, here’s how I came to the United States. After surveilling Timehri Airport for a few weeks, I walked right past immigration and boarded a Bee Wee flight to Piarco. I chilled out there for a few hours and then was flown to JFK. When I arrived at JFK, I deplaned and walked right out to a waiting car. I didn’t even bother to check with immigration.

Look, I’m convinced that Skinny was allowed to go free, and that we may next hear that he was killed in a shootout with the police or Joint Services. It is even probable that Skinny walked out of that lock-up right into a “getaway” car driven by someone who is part of the group that would sleep better knowing that Skinny is dead.

If I were any of those currently before the courts for murdering Minister Sawh, I would not entertain any talk of an “escape” from prison as such talk can only be coming from those who cannot now explain why so many different persons and guns have been implicated in the murder of Minister Sawh.

By the way, apart from a statement from the police, there is absolutely no evidence that Skinny escaped. Skinny’s family should move for a writ of habeas corpus or another similar provision that would force the police/prison to under oath account for Skinny’s whereabouts.

Gross negligence on the part of the police. Someone’s head should roll because of this, but of course the truth will never be known as to how he actually escaped.

Now Now the story gets stranger. It is now being said by the commisioner of police in Guyana, that while “skinny” was being led into the court there were 2 cars parked outside that made acknowledgement to “skinny” as he entered the court. The flashed their headlights to him and he in turn raised his hands(no mention of cuffed hands) back to them. Why is it then that these cars were not being watched closely?

Young Jermaine Charles could tell a lot about who trained him, who used to visit them, and what they did and who helped them to do it. This explains why the police that has great difficulty finding criminals in Guyana (not to mention the army) could have just, um, let him slip from right between their hands. Nice.
