VAT should not be imposed on zero-rated items

I have followed closely all releases, interviews and messages from the Guyana Revenue Authority, and all other relevant organizations with respect to the regulations governing the administration of Value Added Tax.

On Monday 02 January 2007 I made some purchases at the Bounty Supermarket, Regent Street Branch. On approaching the cashier I observed a notice informing customers that all prices on the shelves are subject to a payment of 16% VAT, with this tax not reflected in the prices, but will be added at the point of payment.

There is no provision for zero-rated items as covered by the VAT regulations. Examples include the purchase of a loaf of sliced bread and a packet of split peas among other zero-rated items. My entire basket was taxed at 16% of the total for all the items purchased.

This is a serious travesty and corrective action is demanded immediately.

Editor’s note

Bounty Supermarket have informed us that their computer system has been programmed not to impose the tax on zero rated items so the bill should only reflect VAT on the vatable items.

They have asked that Mr Mahadeo check his bill to confirm this and have indicated that they welcome his query and will ensure that there are no misleading notices in the supermarket.
