What is the present status of NACTA, Mr Bisram?

Dear Editor

I refer to a letter by Mr. Vishnu Bisram of June 13 titled `I respect Joey for his independence of mind’ in which he wrote the following words; “On the series of exchanges with Freddie, I responded to his queries which initially were fair….” Let me repeat what I wrote about Vishnu Bisram; he is not one of but the most barefaced human beings I have ever come across in my entire life. Mr. Bisram has indeed answered all my queries. But with lies and deception. Not even half-truths.

Why the PNC, AFC, ACDA, and thinkers like Dr. David Hinds allow Bisram to get away with this is beyond belief. Each time, Mr. Bisram does a so-called poll and he puts the PNC and the AFC in bad light, the PNC and AFC should know that some people may believe Bisram. Mr. Bisram is not going to wear me down. I will keep replying to him.

He uses the label of an organization that does not exist, NACTA. He has consistently referred to his polls as NACTA exercises.

Then he covers his tracks in the most disgraceful manner. Let us trace the factual explanation of Mr. Bisram’s account of NACTA, his polls and where he works. Here is the enumeration

One – NACTA was formed by a Trinidadian. He stops there and does not tell us about the present status of NACTA.

Two – NACTA is the successor of a group named Turkeyen Polling and Research Institute. He stops there and does not tell us about the present status of NACTA.

Three – Most of the polls he financed himself as part of his studies. So he admits that a majority of his surveys are not commissioned. In his latest venture in Guyana we don’t know where the finance came from since the Stabroek News informed us it did not commission the project but Bisram was given a sum to defray his expenses

Four- He cannot name his field workers because they could get into trouble with their employers because while assisting him they should have been doing their employers’ jobs.

Five – He cannot name the UG lecturers with whom he spoke about his field work because they don’t get along with me.

Six – He cannot reveal his workplace because a certain individual who is at the moment a presidential advisor tried to get him dismissed by feeding his boss with nasty stories. He does not want a repeat of that.
Seven – He will reveal his employment status to me privately once I agree not to publish it.

He then backed down on that promise.

Eight – I could have identified his workplace by just asking the thousands of Guyanese in New York who know him instead of getting someone to investigate.

Nine – He will not tell me where he works because the school does not want me to pester them.

This is Mr. Bisram for you. How can any person assign credibility to this man? I believe Mr. David de Caires, Anand Persaud and Ms. Anna Benjamin to be people of high integrity. I implore that they question Mr. Bisram on the existence of NACTA, the identity of the person(s) who commission his polls, the identity of at least some of his field workers who are willing to be named, and where he works in New York.

I close by asserting my beliefs. One is that there is no organization by the name of NACTA. Another is that Mr. Bisram does not teach at any recognizable educational institution in the United States. And thirdly, he does not conduct professionally done polls

Yours faithfully,
Frederick Kissoon
