GRA puts new barrel clearing system on hold

The Guyana Revenue Authority (GRA) has put on hold the new proposed system of clearing personal effects which should have been in effect from today until further notice.

A release today from the GRA said that the Revenue Authority is in the process of installing a container scanner and at the same time providing training to staff which is necessary to process barrels and small packages, before they are released to the consignees. “This new initiative would reflect a more transparent process that will enhance and expedite the services provided by GRA”, the release said.

Notwithstanding the above, GRA has put in place internal mechanisms to ensure that the clearance of personal effects is expedited during the Christmas season, the release added.

The release came in the wake of concerns that the expedited system planned to start from today could have security risks. Under the new system there would have been no examination of personal effects items. A large amount of ammunition was recently found in a barrel at a wharf and two men have been charged.

The release said that persons who require additional information or have queries can call the Tax Hotline on telephone number 227-7929 Extensions 201 or 258.

Two weeks ago, the GRA said the new system would take effect from December 1, 2010 and outlined the details.

“Where previously the ceiling for the clearing of personal effects was US$500, in light of the nature of items that are so categorized, GRA has now raised the ceiling to allow for the clearance of personal effects valued at up to US$1000 using the Declaration Form (C73). Hence, personal effects with values in excess of US$1000 are required to be cleared using the Customs Declaration Form (C72)”, the GRA said.

Further, under the new system, the GRA would discontinue the examination of personal effects, “except in cases where intelligence gathered would necessitate that an examination be done”. A flat rate would be charged on all personal effects, GRA said. The rate will depend on the type and size of the package to be cleared.
