Are heavily laden vehicles allowed to use the right lane on a dual carriageway?

Dear Editor,

There are two lanes on the carriageway of the East Coast Demerara public road.  The right lane is supposed to be the fast lane and the left, the slow lane. Yet, the heavy laden vehicles would hug the right lane and refuse to go over to the left to allow other vehicles to pass.

I am aware that you cannot compel a driver to move at a certain pace, but these slow-moving vehicles encourage a build-up of traffic, especially when one is on the right side of the carriageway and another one hugs the left side.

Maybe someone from the Traffic Department of the Guyana Police Force might be able to advise if the law has changed recently whereby these heavy vehicles are permitted to hug the right lane.
