Do privacy considerations for a select few trump safety concerns?

Over the last decade, we’ve been subjected to changing rules on tint with the latest position not being too clear. I have a vehicle with the back windshield and back door windows being slightly tinted (factory as opposed to self-installed) and no issues have been raised in many recent police stops where tint was of specific focus. My front windshield and front door windows have no tint.

Personally I approve of a light tint; this country is too hot not to allow some relief. But the security situation in the country is not improving, so I am prepared to live with the discomfort.

However, I continue to notice a number of vehicles with very dark tint, even on the front windshield. Are the authorities so blind that they do not see these vehicles or do they not care because it’s someone they know? Or is it that privacy for a few select citizens trumps safety concerns about having your front windshield fully tinted?
