PPP/C councillor plans to bring motions on city finances

PPP/C Councillor Bisham Kuppen was yesterday disappointed when, for the second time, he was prevented from moving two motions at the statutory meeting of the Mayor and City Council, as they were not listed on the official agenda.

Kuppen had intended to move the motions in relation to the city’s financial records. Stabroek News understands that one of the motions was for a forensic audit to be done at City Hall and the second one was for the City Treasurer’s Department to present a more detailed report during statutory meetings.

Just before the conclusion of the statutory meeting last night, Kuppen rose to enquire if he could present the motion, but was told that it was not on the agenda.

He then informed Mayor Patricia Chase-Green that he had made a request to have the motions on the agenda through the office of the Town Clerk as well as at the last statutory meeting.

Town Clerk Royston King said that although he had acknowledged in writing the notice to table the motions, at no time were the motions presented to his office to be placed on the agenda.

He emphasised that standard procedure states that the motion had to be so stated before it could be placed on the statutory meeting agenda.

Kuppen was instructed to submit the motions in writing to the Town Clerk’s office in order to have them placed on the agenda of the next meeting.

Meanwhile, Kuppen expressed disappointment that he was not thus instructed when he received the letter of acknowledgement from the Town Clerk. However, he said he would follow the instructions of the Town Clerk in order to have the motions tabled at the next statutory meeting.
