Contract was awarded under ‘Restricted Tendering’ procedure

The Guyana Revenue Authority (GRA) wishes to respond to a letter written by a ‘Concerned Citizen’ published in the March 1 edition of the Guyana Chronicle captioned ‘Janitorial services should have been advertised.’

In the missive, the writer made two very damaging assumptions. Firstly it was assumed that there was no advertising for bids and secondly, that the company in question – Stain Masters Guyana Ltd ‒ was ‘handpicked’ for the job. It must be pointed out that due to limited time which was assigned for the execution of the works, that is, the cleaning of walls and floors to remove and treat the fungal infestation, the cleaning and treatment of mats, carpets and chairs, the steaming and cleaning of cubicles, the removal of all damaged ceiling tiles and the cleaning of the duct system of the air conditioning units, a request was made to the National Procurement and Tender Administration Board for what is known as ‘Restricted Tendering’.

As a result, both Stain Masters Guyana Ltd and Universal Janitorial Services were contacted and the request for estimates in keeping with the specifications and requirements needed for evaluation and award was made. However, Stain Masters Guyana Ltd was the only company which submitted same. Hence, consideration was given to Stain Masters Guyana Ltd after which the contract was awarded by the Ministry of Finance.
