National Assembly is for those who have sole interest in Guyana and Guyana alone

Dear Editor,

“The true hypocrite is the one who ceases to perceive his deception, the one who lies with sincerity.” (Andre Gide).  On all sides of the political divide, lies have become truth in their ceaseless repetition leaving Guyana no better off after 53 years of Independence.

It is a national shame that the Presidents (past and current) are silent on their role in acquiescing to the List, their Cabinet and the National Assembly that is controlled by those who have sworn to serve another master.

While the shame and disgrace are on the part of the MPs themselves for their blatant deception when swearing on Form 3 (see Representation of the People’s Act), the Presidents all owe this nation an apology.

Why this matter of “dual citizenship” is essential?

I am sure that the legal luminaries who do not have an interest in power can proffer sage advice on this matter. Meanwhile, it must be noted that the constitution does not use the words “dual citizenship”, it refers directly and explicitly to those who voluntarily and knowingly swear allegiance to a foreign state or power. We must also remember that Guyana has a unicameral system (as compared to many Commonwealth Coun-tries).

There are numerous reasons why most countries disallow such a dual allegiance presence in their upper house and in our case, the National Assembly.

Now, if one can imagine the portent of some MPs with such allegiances to Venezuela! Similarly, if we have MPs with a USA loyalty, then any major contract with a USA-based company provides a base conflict, à la Exxon. The continuation of a plethora of dual interests in the National Assembly will one day yield a President with such dual interest! Presently we have an acting Prime Minister as the prime example.

It is clear that we want to and must work closely with all of our Guyanese brothers and sisters, those living here and abroad. We welcome and encourage their input of resources, skill and experience. But the litmus test for nationhood is at our National Assembly.

I accept that the past is behind us. It is time to do the right thing for the future – and that right thing is not to amend the constitution to yield to foreign interests, but to hold firm. The National Assembly is for those who have sole interest in Guyana and Guyana alone.

Yours faithfully,

Dr Yog Mahadeo
