Parked machine impeded cleaning of drain

Why is it that the officers from the Better Hope NDC cannot take action to ensure that a piece of privately owned equipment be removed from the street side to allow the drain to be cleaned properly in the present overhauling exercise in the North Vryheid’s Lust area?

About two weeks ago a call was made to the village office informing the officers there that a section of a drain (approx 30-40- ft along the street of lot 108-120 North Vryheid’s Lust) could not be cleared due to a piece of machinery parked along the street side. The call was taken by one Mr. Shaw who “promised to check it out”. To date, that section of drain remains clogged and the machine that was working in the area has moved on to the next village.
