Ministries committed ‘dangerous’ breaches in $110M textbook deal

The Auditor General has flayed the Education and Finance ministries over a $110M textbook procurement deal, which it said employed a strategy to defeat the controls of the Fiscal Management and Accountability (FMA) Act.

In its examination of the accounting for goods, the 2010 Auditor General’s Report found that the Education Ministry had, on the basis of sole sourcing, sought and obtained approval from the National Procurement and Tender Administration Board (NPTAB) to purchase $110M worth
