Accountability WatchThe SAI’s contact with the media has traditionally been a once a year feature. Friedberg (1991) gave the interesting example of an Israeli journalist who refers to the State Controller’s annual report as “The Annual Roar”, reminiscent of the lion appearing at the beginning of Metro-Goldwyn-Mayer movies – he roars to the right, he roars to the left, and in a gesture of defeat, he drops his head and disappears until the next movie.
