Introduction
In today’s column I treat with 1] the operationalizing, scheduling and execution of the Buxton Proposal and 2] start my coverage of the Whys and Wherefores of cash transfers. The two monikers cover the practical implementation details; and, the reasonings or rationales supporting cash transfers (CT) as an effective poverty policy intervention tool.
Before addressing the first item I briefly recall the three conditionalities embedded in the Buxton Proposal namely, 1] bringing all households into the formal tax net 2] bringing transfers recipients into the formal financial system with an e-identity, and 3] it’s ethnic and political neutrality.
