Why is Israel not seen as provoking anyone?

The BBC news reported on May 20 that Iran had test fired a missile and that test was provocative to the West. What I find strange is that Israel, which bombed Syria and committed every crime against the Palestinians in their own home, has missiles pointing to Iran and yet is not provoking anyone. While Iran is preparing for an attack which Israel and the other Western allies have talked about, it is provoking the West. The UN is supporting sanctions against Iran just for minding their own business, but there are no sanctions against Israel.
