Dear Editor,
I am hoping that someone out there more learned than I will explain to me how lawful it is for the government of the day to sign huge billion-dollar contracts without prior budgetary provisions or parliamentary approval.
Also Editor, if NICIL is a state corporation, why has this entity despite all its shenanigans not been forced into voluntary liquidation?
