Invitation to dialogue?

President Ramotar’s retort to Carl B Greenidge’s comments about the status of investment agreements concluded during the period of the prorogation of the National Assembly, as reported in the Guyana Times of November 12, “I am in Government, you’re not,” refers. I have been asked what exactly was the President trying to say? Below are my suggestions:

‘Yah boo I have a red shirt and a sweetie and you do not. Yeah, yeah I got a sweetie.’

or

‘I shall be President forever (OK, for 1000 years) so none of you can undo anything I do!’

or

‘I am in government so I do not have to listen to you or take any notice of what anyone else thinks.’

or

‘The PPP is in office and we can do as we please even though we are a minority in the National Assembly and we are doing it when the Assembly has been closed down.’

or

‘We, the PPP, are in office and can conclude whatever agreements and contracts we wish, no-one can stop us or change it after we leave office.’

Are these stances taken up by reasonable or responsible governments?

Is any of these positions consistent with Mr Ramotar’s claim that he has prorogued the National Assembly in order to have dialogue with opposition parliamentarians? More specifically, will anyone other than Mr Ramotar and his associates realize that it is an invitation to dialogue?
