In a history making moment, the army today announced the promotion of Guyana’s first female Colonel, Windee Algernon, who has been elevated in rank from Substantive Lieutenant Colonel, in accordance with Part III Section 16 of the Defence Act Chapter 15:01, of 1977. She also heads the list of 69 promotions.
