Were the liquor restaurants in new housing schemes granted licences?

I write to bring to the attention of all concerned a situation pertaining to the existence of liquor restaurants in new government housing schemes across Guyana.  This is separate and apart from the existence of numerous bottom house rum shops.

Section 13 of the Intoxicating Liquor Licensing Act, Chapter 82:21 requires the publication of a notice of the application and the relevant hearing prior to approval being granted. Was this done in respect of the grant of new licences for liquor restaurants in the new housing schemes?

Also, the Central Housing and Planning Authority is adamant that it is not considering applications for liquor restaurants in new housing areas.

Considering the above, how is it that the existing liquor restaurants were granted licences?

This letter seeks to generate action by the Guyana Revenue Authority (GRA) towards investigating whether there have been any unscrupulous actions by employees of the GRA and of course civilians, who would naturally fuel the possibly corrupt practices.

From time to time the Commissioner General of the GRA has gone to great lengths to guard the reputation of the GRA.  Hence, it is expected that an investigation will be launched, and action taken if necessary.
