Sooba unfamiliar with city constabulary procedures

Please refer to an article which appeared in the Guyana Chronicle issue of Wednesday, August 6, 2014: ‘Chief Constable fails to provide report on missing stocks.’

We wish to make only one comment:

The article is part of a well-orchestrated plot to cover an inept administration led by an unqualified person – Ms Carol Sooba. After discussions with the Mayor and a number of councillors, we have advised the Chief Constable not to respond to Ms Sooba’s absurdity when she said that, “… Foo is the only other person other than Joseph who had access to the store.”

It is evident that Ms Sooba has now resorted to the use of the Guyana Chronicle to launch attacks on those councillors and officers who do not fit into her way of thinking. It now appears that her intent is to besmirch the character of the Chief Constable, who, notwithstanding extremely harsh work conditions, continues to do his best in the current circumstances.

Ms Sooba ought to know that the Chief Constable has already initiated action pertinent to an investigation, which resulted in the suspect absconding, and would have further issued instructions for his apprehension. In addition, recognizing the challenges facing the constabulary, the Chief Constable has made a formal request to the Commissioner of Police for assistance with this issue.

However, Ms Sooba, a civilian, seems to be ignorant about department procedures which necessitate that a sequence of actions be carried out establishing the level of damage and culpability for the act which was perpetrated. In fact, she sought to give the impression that she was the one initiating the lead in the work of the department. Ms Sooba cannot dictate the pace of an investigation by this city constabulary into a crime, where a diligent investigation has to be conducted.

The Mayor and Councillors have been encouraging the Chief Constable and other officers to continue to be professional and to perform their duties as stipulated by the Municipal and District Councils Act, Chapter 28:01.
