At about 6.30 am today, the Police say they arrested Eion Bennons, a 36- year-old labourer of Charlestown, Georgetown, and the ‘operator’ of an unregistered horse cart on the public road at Prospect, East Bank Demerara. He was at the time using the horse and cart for racing.
