Dear Editor,
Central government should have taken countrywide control over drainage a long time ago.  It was clear that the city council was incapable of managing this area.

A comprehensive plan a few years ago would have reduced the cost of rehabilitation and flood damage over the last few years. Squatters and illegal structures must be removed and not be a basis for negotiations. Until there are more capable local governments, the central government must step in to manage critical areas left to decay under local governments.
