Should we not be increasing our reservoir capacity for times of drought?

Dear Editor,
The present El Nino effect (drought conditions) is highlighted in our local news. Some time

ago it was the La Nina effect (flood conditions). The decision to build the Hope

Canal to discharge excess water from the conservancy into the Atlantic Ocean is the result of the latter, but should we not be increasing our reservoir capacity to store excess water in times of drought?
