Why are schools’ welfare officers not eligible for a duty free concession on vehicles?

It would seem to me that no one is looking into the welfare of the schools’ welfare officers (SWO) in this country.

An article was published during the month of February about duty-free concessions for the SWOs and it would appear to me that no one or the relevant authorities are not looking into the matter because no one has responded to the article. As a citizen of this country I fully support and appreciate what the SWOs are doing because with all these social and sensitive issues, moreso with school violence apparently on the rise, we need SWOs.

I do recognize, though, that this is a very risky and dangerous job for these officers and can be difficult to be carried out if they do not have their personal transportation.

Why are SWOs not eligible for a duty free concession when they spend most of their time in the field?

Why are duty free concessions given to other government officials who are office-bound workers while spouses and other relatives utilize these vehicles?

We have to show concern for the welfare of the SWOs as citizens of this country, so that they can continue to show concern for our children who are our future.
