Why have there been no major arrests?

Below is a quotation in the Caribbean 360 on-line edition 05/03/08 attributed to the Honourable Clement James Rohee, Minister of Home Affairs.

“After all how can we explain their activities in the context of the criminal enterprise with heavily armed AK47s and other automatic and semi-automatic weapons, the hiring and paying of look outs and informants, as well as financing persons to provide transportation to move stolen weapons? Certainly these are no ordinary criminals who as some claim have a just cause.”

He further said, according to the article, that the government was aware of the link between the killers/criminals and politics, that the crimes are politically motivated and that some people enjoy financial rewards for supporting and helping the criminals. The question is this: if so much is known, why no major arrests or break through? Or is it that he is grandstanding in the Parliament, a dangerous propaganda ploy which outcome I have already likened to the actions of the mercenaries.
