Is either torture or roughing-up legal?

Dear Editor,
I have been following the debate in the press concerning the allegations of ‘torture’ and ‘roughing -up.’
Mr Editor, unless you are completely blind, one could not possibly view the published photos, both in black and white and in colour, of the injuries suffered by Messrs Sumner and Jones and honestly say that they were not tortured − no matter what your individual meaning of the word torture is.
But what is more important to me,  however, is the question − whether it be torture or roughing-up –  which one is legal?
