Authorities should act not beg for cooperation

Dear Editor,
Authorities act like they are helpless and must beg for cooperation instead of acting.  The GPL should have had the first persons stealing electricity for security mercury vapour lamps arrested before they became hundreds.  Mr Rawlston Adams is pleading for speeding overloaded trucks to obey signs. Where are the police and workers before they get on and off the bridge? Minibuses should have been placed under a regulatory body long ago. The need to expedite a shuttle and long-distance bus service is clear. Local Government reforms have not yet been completed after three years; why no media and civil society outcries?
Shared governance means shared responsibility.
